Al-Anbya - 21:95

وَحَرَٰمٌ عَلَىٰ قَرْيَةٍ أَهْلَكْنَـٰهَآ أَنَّهُمْ لَا يَرْجِعُونَ

And it is prohibited to [the people of] a city which We have destroyed that they will [ever] return1
